| 摘 要： | 遵循南京临时政府“和谐发展”的教育方针,民国元年的教育立法,在权限划分、程序设置和具体教育法律法规的制定等方面,取得了切实的进展,推动了民初乃至整个民国时期教育法制化的进程和教育事业的革新发展。

| Abstract: | Following the educational principle of "harmonious development" set by temporary Nanjing Government,the education legislation in the first reign year of the Republic of China made practical progress in the fields of purview division,procedure setting and the constitution of concrete educational laws and codes,and pushed forward the education legalization during the beginning years or even the whole of Republic of China as well as the innovation and development of educational cause. |
