| 摘 要： | 作为政治核心的权力具有自我膨胀的倾向，公民对权力的控制是现代民主机制运行的前提，集中体现为对官僚自由裁量的控制。官僚控制以其具体行政行为的复杂性，与政客控制相比，似乎更复杂，难度更大。自由裁量是官僚控制的核心问题，围绕自由裁量的传统控制策略都难以令人满意，在民主与公共伦理融合的新平台上整合既有的控制策略，对开发出更具有人性化的官僚制具有重要指导意义。

| Abstract: | The authority, which is the core of politics, has the self- inflation tendency. Controlling the authority, primarily by ways of binding bureaucrats, is the premise of modem democracy. Compared with the control of politicians, the control of bureaucrats is much more complex and difficult for the complexity of specific administrative acts. And administrative discretion is the core issue of controlling Bureaucrats, while we are not satisfied with tradi- tional control strategies of administrative discretion. Facing with this problem, the author claims that a new platform based on public ethics and democracy might be significant to integrate control strategies for the development of more userfriendly bureaucratic system. |
