摘    要:政绩是领导干部政治素质、思想作风、领导能力和领导水平的综合反映,也是识别和使用干部的重要原则。但是在现实生活中,由于对“政绩”的认识存在误区,“政绩”的本质特征被扭曲,“政绩”异化成为某些人获取政治资本或经济利益的工具,必须予以正本清源。文章主要从正确界定领导干部政绩的内涵、建立科学评价领导政绩的体系、落实人民群众评价领导政绩的工作体系、建立科学使用领导政绩的体系、优化科学选拔领导干部机制、建立领导干部责任追究机制等方面,对科学评价领导干部政绩进行一些思考。

Abstract:Cadres' administrative and political achievements are not only the comprehensive reflections of cadres' political quality, ideological style, leading ability and level of leadership, but also an important principle for identifying and proper uses of cadres. In reality, however, the nature of cadres' administrative and political achievements has been distorted due to some misinterpretations. The achievements have been turned into tools for some cadres to obtain political capital or economical benefits, making it necessary to rectify the connotation of cadres' administrative and political achievements. Thoughts on the correct evaluation of the achievements are presented, which cover several aspects such as "defining the connotation of cadres' administrative and political achievements, forging a correct evaluation system, bringing into effect the working system of masses' evaluation of cadres' administrative achievements, optimizing the mechanism for well-founded selection of cadres, and establishing punitive mechanism for abusing power, failure of carrying cadres' responsibility or other violations.
