| 摘 要： | 当资源既不能通过市场的自发调节，也不能通过模拟市场机制的方式来有效配置时．政府对微观经济的干预，即政府管制就成为必须。有效的政府管制可以被看作一个讨价还价的过程，对讨价还价过程进行模拟的天然方法是博弈理论。因此，章首先运用博奕理论分析完全动态信息博弈背景下的讨价还价模型；然后考察讨价还价模型在政府管制中的含义；最后就讨价还价一般模型进行适当的扩展。
