| 摘 要： | 论述了负荷政治是技术本身所固有的属性和基本功能,技术作为政治的载体可以支撑政治,同时,政治也可以作为技术的灵魂来控制技术,社会的政治需要是实现技术创新的重要社会张力。东北老工业基地振兴是构建和谐社会、落实科学发展观的战略基点,而实现政府创新则是实现东北老工业基地振兴保障性因素所在,必须从讲政治的高度,采用新思路、新体制、新机制、新方式走出振兴之路。

| Abstract: | This article discusses the burthen of politics is the proper attribute and the basic function of technique it- self,which the technique can prop up politics as its carrier.Meanwhile,politics can be also a technical soul to con- trol a technique,and the political demand of society is important tension to carry out technological innovation.The development of Northeast aged industry base is strategic basic point of setting up a harmonious society and fulfilling science development view.But carrying out the government innovation is indemnificatory factor to fulfill development of Northeast aged industry base.It has to adopt new way to think,new system,new mechanism,and new fashion to come out to develop of road from the height of speaking politics. |
