| 摘 要： | 虽然我国有世界上最严格的耕地保护制度,但耕地锐减的势头并没有得到根本遏制,这说明在我国当前耕地保护过程中存在着明显的“政府失灵”现象。中央与地方政府在耕地保护方面的行为差异,是造成这一现象的重要原因。在对中央与地方政府在耕地保护方面的行为差异分析的基础上,通过一个简单的模型论证了这一观点。

| Abstract: | Though there is the strictest farmland protection system in our country,the tendency that the amount of farmland falls sharply has not been held back at all.This proves that there is obvious "government failure" phenomenon in the course of farmland protection in our country.We think the important reason is the behavior difference between central government and local government in farmland protection.Based on the analysis of the behavior difference between central government and local government in farmland protection,the text has proved this view through a simple model. |
