| 摘 要： | 在金融危机背景下,实现中国产业集群转型升级是一项紧迫的工作。中国现行财政政策在促进产业集群优化升级方面还存在许多不足。推动产业集群优化升级,要通过制度建设、引导高新技术、人才等资源向产业集群流动;通过公共政策引导集群并购重组,引导集群技术创新,引导集群嵌入国际价值链,提升集群的竞争力;支持多元化投融资体系建设,引导社会资金向集群集聚,解决融资难的问题。
