| 摘 要： | 在由计划经济体制向市场经济体制转变过程中,我国政府管理职能还不能完全适应市场经济发展的要求,政府行政体制存在的问题已成为制约改革的瓶颈,进一步加强政府自身改革和建设,有特殊的必要性和迫切性。

| Abstract: | During the process of transforming the mould from the structure of the planned economy to that of the market-oriented economy, the management functions of our government can't be completely suitable for the demands of the market-oriented economy. The problems which exist in the administrative structure have been obstacles to restrict the reform and development. It is vitally necessary and urgent for the government to reinforce self- reform and construction. |
