| 摘 要： | 针对青海省非经营性国有资产管理与运营不规范、资产闲置和浪费严重的现状，本认为必须通过加快事业单位改革步伐，建立一个所有权管理集中化、占有使用权管理动态化的新型管理体制，以促进我省经济增长和社会进步，并保障行政事业单位的运转。

| Abstract: | Corresponding to the current situation of the abnormal management, operation, idling,and waste of the non-profitable assets of our province, the author of this paper believes that we must speed up the pace of department reform of our institutions and build up a new managing system of centralized management of possession and dynamic management of occupation and utility, so as to promote economic increase and social progress, and assure the operation of administrative institutions of Qinghai province. |
