| 摘 要： | 学前教育投入是指国家或地区根据学前教育事业发展的需要,投入到学前教育领域中的人力、物力和财力的总和。当下,我国的学前教育投入存在一些不合理现象,如中央财政从引导性投入变成主体性投入,园舍建设投入的迫切性掩盖了设施设备与玩教具投入的必要性,重数量投入却轻质量投入,家庭投入所占比率过高,在投入时间上存在比赛心理与补偿心理等。究其原因,主要是地方政府对中央存在财政性依赖,也受数字政绩惯性的影响,还受政府责任长期缺位与市场化观念的双重冲击。有鉴于此,我们要调整我国学前教育的投入结构,均衡学前教育投入,以保障学前教育健康发展。

| Abstract: | Preschool education financial investment is the total investment in manpower, material and financial resources. Currently, irrationality exists in preschool education investment, such as central finance’ role shifting from the leading role to a subjective one, campus building overshadowing the need for facility and instrument construction, emphasis on quantity instead of quality, excessively high proportion of family investment as well as the competition and compensation phenomenon in terms ofinvestment timing. The reasons lie in local government’s reliance on central finance, the political favor of huge numbers, and double impacts of government responsibility absence and market-oriented concepts. Therefore, the reconstruction and reformation of the investment structure to obtain balance is the guarantee of a healthy preschool education. |
