| 摘 要： | 在政府危机管理中，存在着公众的危机意识淡薄，防范和处理能力匮乏，参与危机处置的积极性不高等问题。危机教育要融入安全文化建设，应从忧患、互助与博爱三个层次来强化公民的危机意识；应从普及教育提高和行为演练两个途径来提高公民的危机应对能力；应促进我国公民参与公共危机管理的广度和深度。增强全民危机应对和参与意识的最终目的，是政府与公众和社会力量共同作用，最大程度地避免或降低危机损失。

| Abstract: | There are some problems in the crisis management of our government such as public＇s weak awareness of crisis, low ability of crisis management and non-active participation. The crisis education should be integrated with the safe culture construction and be strengthened at three levels： mindfulness of potential perils, mutual help and universal love. Universal education and behavior drilling are the two ways of improving public skills of anti-crisis. The public should take an active part in the crisis management in width and depth. Our government, the public and the society are the powers in dealing with the crisis to avoid it or to reduce the loss. |
