| Abstract: | Based on ＂the theory of quality poverty＂,the article points out that the lower quality of the peasant is the key fact that leads into the rural poverty,and that lower-capitalization on the human capital is crucial to restrict the peasant＇s quality and solve the poverty issue.Adopting the positive method,and taking ＂Economic Zone on the West Coast of the Strait＂ for example,the article analyzes the structure and characteristic of human capital in rural area from four layers of education investment,training investment,health investment and moving investment,and then probes into human capital investment affects on solving the rural poverty. |
