| 摘 要： | 相对于传统的、狭义的理解,现代意义的"素质"概念已具有了一些新的特点.素质的这些新特点决定了在政治与公共行政的领域中,素质与作风之间是统一的,两者是内化与外显的辩证关系.因此,培养良好的行政作风必须从内化与提高官员素质着手,而新时期培养官员素质可以从内化和提高"德性素质"与"才能素质"两方面进行.

| Abstract: | Comparing with the traditional and narrow interpretation of "quality", the modern sense of it has been embodied with many new characteristics. In the field of politics and public administration these characteristics of quality are unified with style because of their dialectical relations manifested in externalization and internalization. Thus, the best way to foster sound administrative style necessarily relies in the internalization and development of officeholders' administrative quality. And the fostering of their quality in this new era can be conducted from two facets: moral quality and caliber quality. |
