| 摘 要： | 学生资助的供求关系必然受到经济周期的影响:经济扩张则资助供求关系趋于平衡,经济紧缩则资助供求关系趋于失衡。为应对这一问题,可应用控制论原理,设计学生资助的自适应供给系统:一方面盯住学生就业率,调整风险补偿金比例上限,再辅之助学贷款保险机制,可建立入学资助的双重供给调节机制;另一方面盯住学生父母的社会就业率,使学生生活资助与社会就业率同比变动,可构建生活资助的供给调节机制。这一系统在政策和财政上均可行,还可以促进教育公平和经济发展,具有较高的应用价值。

| Abstract: | The relationship of demand and supply in student aid must be impacted by the economic cycle.It will be equilibrium or unbalance as macro-economy expanding or retrenching.This article tries to design a self-adaptive supply system of student aid using the cybernetics theory.The working principle is as follows.We could adjust,on the one hand,the upper limitation of the risk premium as the changing of student employment rates and could plus student loan insurance mechanism,which could establish a double supply regulating mechanism onto access financing;on the other hand,we could finance student daily life according to the social employment rates which reflect the employment situation of college students parents,thus we would make a supply adjusting mechanism to room-board financing.The above two combine to an entire self-adaptive supply system to college student aid which will be feasible in policy and finance agendas and valuable in education equity and economic development. |
