| 摘 要： | 基层民主是社会主义民主的基础。作为华中最大都市的武汉市一直注重通过社区善治,发展基层民主。在社区建设不断深化的过程中,武汉市逐步改革了原有的、制约基层社区自治组织活力的城市基层管理体制和工作机制,建立了适应社会主义市场经济和社会发展的新的管理体制和工作机制,极大地激发了居民参与社区建设的热情,民主选举、民主决策、民主管理、民主监督成为社区居民的社会参与内容,民主观念日益深入人心,民主习惯逐渐形成,社区建设对基层民主的促进作用日益显现,社区善治面貌日渐形成。
