| 摘 要： | 从完善社会保障体制、深化经济改革、消除贫困三个方面分析了社会救助制度改革的必要性，认为我国社会救助制度要适应社会主义市场经济的需要，必须进行改革或重建。提出改革的基本思路，并指出社会救助改革过程中应注意把握的五种关系。
