| 摘 要： | 高校学生德育工作，党和国家非常重视。然而，从当前高校德育运行的实际情况看，不少学校实际工作的效果为什么不能达到令人满意的预期目的呢？其主要原因是高校德育目标长期存在的政治化、理想化的倾向和实施过程的非程序化和形式主义。要想达到高校德育工作的预期目的，就必须把德育目标具体化、德育工作实施程序化、具体化。
