| 摘 要： | 2005年度是全球保险业遭受巨灾损失最为严重的一年,飓风、洪水和恐怖袭击等巨灾风险给许多国家社会带来了重大的财产损失和人员伤亡;我国是世界上自然灾害最严重的少数国家之一同时又是个农业大国,巨灾风险在我国的暴露情况十分严重;然而,我国的保险制度尚在建立之初,保险体系尚未完善,巨灾保险制度尚未建立,农业保险发展阻碍重重;巨灾风险给我国的经济发展造成了很大的隐患;世界上许多发达国家的巨灾保险制度已经建立多年,形成了比较成熟的组织模式和运营经验,除了通过保险/再保险市场的运作外,由于巨灾风险的特点,一般都有政府部门的参与,形成了商业性保险和政策性保险以及交叉运作等运作模式;如何借鉴发达国家开展巨灾保险的经验在我国推进巨灾保险制度的发展,从而增强我国应对巨灾风险的能力,已成为一个亟待解决的问题。

| Abstract: | Global insurance industry suffered the most serious catastrophic losses in the year 2005.Hurricanes,floods,terrorist attacks and other catastrophic risk has brought significant property losses and casualties to the community in many countries.China is one of the few countries that suffer the world's most serious natural hazards.As a big agricultural country,catastrophic risk exposure is a serious problem in our country.However,China's insurance system has been developing for not a long time,catastrophic insurance system has not been established,and the development of agricultural insurance still faces numerous obstacles.Catastrophic risk has formed serious threat to China's developing economy.Many of the world's developed countries have established their own catastrophic insurance system for many years.They have a relatively mature organization models and operating experience,in addition to the adoption of the insurance / reinsurance market operation,as catastrophic risk characteristics,generally in the government sector,a commercial insurance policy and insurance as well as cross-mode operation.How to draw on the experience of the developed countries for catastrophic insurance system in our country to enhance our own ability to deal with catastrophic risk has become a serious problem. |
