| 摘 要： | 随着改革开放的不断深入，弱势群体问题逐渐成为人们关注的焦点。现阶段的弱势群体是在我国经济转型时期的特殊背景中。随着社会结构的重大调整以及经济体制转轨而出现的，我们必须建立起以政府为主导力量的包括非赢利组织在内的社会各阶层力量的社会支持与保护体系。才能从根本上解决弱势群体问题。才能维护社会的稳定及持续发展。

| Abstract: | A long with the deepening the reform and opening to the outside world ,the problem of the social weak-groups has become the focal point of the peoples attention. They are appearing on the special background of the social change in nature. They are company with uneven development for the society shift, suffering form much more reforming cost.In order to defend the social steadiness and development, social supporting and defending systems guided by government and including non-profit organizations must be set up. |
