| 摘 要： | “非核心期刊”类高校学报在总体上处于学术出版界的末端。相对于核心期刊,其偏轻于质量要求的审稿标准和稿源质量较差的现实,是形成较多失范之作的客观原因。因应当前学术界反学术失范形势的需要,“非核心期刊”类学报应该回归到以“传播优质的学术文化”为根本职能的定位上来,丰富角色内涵,创新工作方式,在出版活动中体现防范和规制学术失范现象的特点,强化抵御失范之作的意识和能力,切实履行反学术失范的职责。
