| 摘 要： | 主权和人权问题是国际政治领域中的一个根本问题。当代世界各国经济、政治形势的变化,引发了国际社会对主权和人权关系的激烈争论,而中国在处理两者关系上的成功经验充分说明:只有正确把握主权相对化和人权国际化的发展趋势,从政治、法律的双重角度认清人权国际保护与不干涉内政关系的实质,才能切实的保护国际人权,有效维护国家主权。

| Abstract: | The sovereignty and the human right are the fundamental issues in the intetrnational politi-cal field. China has succeeded in dealing with the relations between them: we can not really protect the international human right and maintain the sovereignty efficiently unless we can grasp correctly the de-velopmental trend of the relative sovereignty and the international human rights. What's more, we must get a clear understanding of the substance of the relationship between the international-protected human right and noninterference in the internal affairs from the political and legal angles. |
