| Abstract: | The development of the western region is a great strategic decision taken by the Central Committee
of the Communist Party of China at the new historic period. The key to that lies in the development of the resource
of talented persons. The libraries of higher vocational collgegs and Universities should play the role of themselves in
the development of the resource of talented persons. |
