| 摘 要： | 1931年特大洪灾,近世罕有其匹。文章集中考察了鄂豫皖三省受灾范围、程度及其成因。此次洪灾发生有自然诱因,但也有人为因素：一方面由于国民政府主观上的不作为以及各级地方政府的贪污腐化和官僚主义,使洪水灾难进一步恶性发展;另一方面世界经济危机、连年内战和日本入侵东北以及由此导致的经济衰减等因素,亦牵掣了社会各方和南京国民政府在整个赈灾过程中的有序运作及其救治力度。

| Abstract: | The flood in the year of 1931 is rare in the modern Chinese history.The thesis probes into the situation,the serious status and the cause of the flood in Hubei, Henan and Anhui. The flood is induced by natural cause,but to a great extent,the social cause plays greater role compared with the former. Specifically speaking,the passive behavior of the Nanjing government as well as corruption and bureaucracy of local governments make the disaster more serious. Another, social organizations and Nanjing government have not made more effective relief, which is caused by many factors, such as worldwide economic crisis,constant civil wars, the Japanese invasion of the china＇s northeast,economic decline and so on. |
