| 摘 要： | 决策者进行外交决策时,不得不面临国际、国内双重压力,需要对国际、国内两个因素综合考量后做出慎重选择。在美国的中东石油外交中,在国际层面,是美国与中东产油国之间的博弈;在国内层面,是美国政府与利益集团之间的博弈。但国际层面阿拉伯民族主义对美国中东利益的威胁,以及国内层面石油寡头对政府外交决策的主导,使美国的中东石油外交面临着根本性困境,这种困境在一定程度上威胁到美国主导下的世界石油体制的稳定性。

| Abstract: | When decision-makers make foreign policies,they have to face international and domestic dual pressure,and need to make prudent choice based on comprehensive consideration of both international and domestic factors.The game of international level of American oil diplomacy in Middle East is a game of America and oil-producing countries,domestic level is American government and interest groups.However,Arabian nationalism threat internationally and large oil consortiums’huge impact domestically lead to a dilemma,which threatens stability of global oil system controlled by America in a certain degree. |
