| 摘 要： | 招标文件是图书馆文献采购招投标中的首要环节,招标文件编制的质量高低影响到文献采购工作的开展和馆藏质量。招标文件编制的指导思想是反映文献采购的特点,把选择综合实力强的供应商作为招标的关键性条件。文章阐述了招标文件的编制体例及其组成部分,分析了各种文献类型的招标文件在编制过程中应注意的六个方面,主要包括标的与标段的划分、基本服务要求与增值服务要求、评标方法及选择、评标标准与细则的制定等。

| Abstract: | As the principal part of invite bidding and bidding for literature acquisition, the quality of bidding document will affect the operation of literature acquisition and the collection quality. The guiding ideology of compiling bidding document will reflect the acquisition characteristics. It is the key condition for selecting the provider with strong comprehensive strength. This paper illustrates the stylistic rules, layout and content of bidding document, analyses six aspects should be paid attention to when we compile all kinds of bidding documents, including how to divide objects and sections, requirement of basic services and value-added services, methods of evaluating and selecting bidding objects and formulating detailed rules. |
