省际总量科技能力的评价指标体系构筑及实证分析

摘    要:对每个省份进行“总量科技能力”的对比和评价,涉及因素众多。本文在借鉴众多专家研究成果的基础上,设计了一套包含四个层次、十二个指标的省际总量科技能力评价指标体系。接着选择中国三十一个省级行政区划的科技指标相关数据运用TOPSIS法进行实证分析,得到了各省总量科技能力、总量科技投入能力、总量科技产出能力的排名情况,并从中获得了一些有价值的结论。

Abstract:Appraising and contrasting "the total scientific and technical competency" of provinces involves a good many factors which have the complex relationships.Based on drawing lessons from a great deal of documents,this paper designs the indicators system of the total scientific and technical competency of provinces,which includes 4 levels and 12 indicators.We also adopt TOPSIS method to analyze the total,the input,and the output of the scientific and technical competency of 31 provinces in China and get some valuable results.
