| 摘 要： | 我国公共预算改革应当是一种综合性的改革，权力制衡和宪法原则是预算改革的准则，应着力强化人大的监督和制约机制，提高预算透明度和公众的参与度，以此推进预算方法改革，提高行政管理效率，提高预算资源的使用效率和效能，改善社会资源的整体配置效率。

| Abstract: | The reform of the public budget of our country is a comprehensive reform.The power balance and constitution principle are the standard of the budgeting reform,which should enhance the supervision and resyriction system of the National People's Congress(NPC) and improve the budgeting transparency and the public participation,so as to advance the reform of budgeting method,to improve the administration efficiency,to promote the usage efficiency and make the best possible use of budgeting resource,and to improve the integrated distribution efficiency of social resources. |
