| 摘 要： | 伴随着20世纪90年代以来发达国家政府在公共财政支出管理领域的政策变迁,政府科学基金资助机构的绩效评估也逐渐从对科学研究的事前评价(科学价值判断)转向同时兼顾事前评价与事后评价(绩效评价),转向战略导向下的绩效评价,即"目标一过程一结果"三位一体的绩效评估.对美国科学基金会(NSF)、英国研究理事会(RCUK)、澳大利亚研究理事会(ARC)和加拿大自然科学与工程研究委员会(NSERC)四个基金资助机构开展绩效评价和管理活动的背景与制度保障、评价目的、评价对象和内容、评价的组织实施、评价方法以及评价结果的应用和影响等进行了系统的解读和分析.
