| 摘 要： | 政府制度行为的根本目的就在于认同、尊重和保护市场经济活动中每个主体的合法利益,维持市场经济运行的正常秩序。制度伦理有失公正,制度所体现的伦理精神有违社会道德的合理性目的,这是造成现阶段经济秩序混乱的重要原因之一。要从根本上解决经济运行中政府制度行为的道德性问题,就必须在政府制度行为中贯彻落实必要的伦理精神,使政府制度行为充分体现社会主义的道德原则和合目的性要求;明确政府制度行为的道德原则;建立规范政府制度行为的道德保障系统,以便从外在着手制约政府制度行为中的不道德现象。

| Abstract: | The basic goal of government's institutional behavior lies in admiting, respecting and protecting the legitimate interests of each subject in the economic activities of market, and maintaining the order of market economic operation.Unfair institutional ethics and ethicalspirits reflected by institution which violate the rational purposes of social morals,is one important reason that causes the economic order in present stage to be in disorder. Solving the moral problems of government's institutional behavior in economic operation fundamentally,essential ethical spirits should be implemented in government's institutional behavior, making government's institutional behavior reflect socialist moral principles and meet the requirement fully. Defining the ethical principles of government's institutional behavior,and setting up and standardizing moral ensure system of government's institutional behavior are helpful in restricting immoral phenomenon in government's institutional behavior from external. |
