| 摘 要： | 提高老干部工作队伍的政治和业务素质，就必须把好“源头”，注重选拔政治素质和文化素质较高的人员充实干部队伍；同时，还要加强干部的轮岗与交流，形成“进得去”与“出得来”相结合的良好的用人机制。只有这样，才能使老干部工作队伍的整体素质得到不断提高，使老干部工作这项事业始终充满生机与活力。

| Abstract: | If we wan to improve the veteran cadres quality in statesmanship and professional ability. We should do well at the beginning. On one hand,we should select and employ those with high-level of political and professional qualifications to strengthen the leading body. On the other hand, the cadres should communication with each other frequently. And we should form a system that the cadres can easily installation and leave office. Only in this way,the quality of the veteran cadres would be improved constantly. And the business of the veteran cadres would be energetic all the time. |
