| 摘 要： | 面向上海"十四五"科技人才工作要求,以当前上海科技人才政策体系与人才发展需求的差距为落脚点,建构"政策目标—政策工具—政策对象"框架。基于1978—2020年上海市380份科技人才政策分析结果和276份科技人才问卷结果,从政策供需两个层面评估上海科技人才政策的实施效果。研究发现,尽管上海科技人才政策频发,但政策供给与人才需求的匹配效果仍存在不足:对人才流动、交流和评价的目标关注不够;需求型政策工具、信息支持和住房保障政策应用不足;对青年人才和企业技术人员的支持欠缺,重视外国人才而忽视本土人才的培养和激励。基于以上供需偏差问题,建议上海进一步促进人才流动和交流,构建灵活的激励和评价方式,加大需求型政策工具供给力度、整合优化供给型政策工具包,更加重视对高层次人才、青年人才、管理服务人才和本土人才的培育,开展科技人才政策系统的整体性评估。

| Abstract: | According to the requirements of the Fourteenth Five-Year Plan of Shanghai for science and technology talent, this paper takes the gap between the current policy system of science and technology talent in Shanghai and the demand for talent development as the base point, and constructs the framework of "policy target-policy tool-policy object", based on the results of policy analysis on 380 science and technology talent policies in Shanghai from 1978 to 2020, and 276 questionnaires on science and technology talents, evaluates the implementation effect of Shanghai’s science and technology talent policy from two aspects of policy supply and demand. The results show that despite frequent policies for science and technology talent in Shanghai, the matching effect between policy supply and talent demand is still inadequate: attention on target of flow, exchange and evaluation is not enough;demand-oriented policy tools, information support and housing security policies are insufficient;lack of support for young talents and enterprise technical personnel, attach great importance to foreign talents and ignore the cultivation and encouragement of local talents. Based on the above supply-demand deviation problem, the paper suggests to promote the flow and exchange of talents, create flexible way to incentive and evaluation, increase demand-oriented policy tools, integrate and optimize supply-oriented policy tools, pay more attention to the cultivation of high-level talents, young talents,service and management talents and local talents, and carry out the holistic evaluation on the policy system of science and technology talent. |
