| 摘 要： | 伴随着我国高等教育学费、招生制度的改革，1999年国家助学贷款应运而生并获得明显成效。经过不断的改革与发展，特别是2004年6月《关于进一步完善国家助学贷款工作的若干意见》的实施，使国家助学贷款进入新的发展阶段。

| Abstract: | With the reformation of the higher education fees and the enroll system in our country, the national student loan is emerged in 1999 and has obtained achievements advancedly since that time. Now, the national student loan step into new historic stage by a series of reformation and development, especially "About many abvices for the promoting further the development of the national student" issued in June 2004. |
