| 摘 要： | 行政自由裁量权与行政执法密不可分,它的存在是社会经济发展的必然结果。合法、合理地运用行政自由裁量权理当是法治的题中要义。从立法、行政、司法三个层面来探究如何合理行使行政自由裁量权,不仅是一个理论问题,而且是一个重大的实践问题。
