| 摘 要： | 本文论述了残疾人人力资源开发的重要性和可能性 ,指出针对目前残疾人的普遍状况 ,必须开发残疾人人力资源 ,这是实现残疾人人权的要求和手段 ,符合国家发展的需要。同时 ,残疾人有被开发的可能 ,科学技术的发展大大提高了这种可能性 ,“全民教育”运动的兴起 ,又提供了前所未有的机遇。本文还就如何开发残疾人人力资源提出了初步设想。

| Abstract: | This article discusses the importance and possibility of human resource development of disabled people. In relation to the current needs of disabled people, it calls for the human resource development of disabled people, which is the demand and means to realize disabled people's human rights and is in line with the development of the country. In addition, disabled people can be developed. The advance of science and technology raises the possibility and the movement of Education for All provides unprecedented opportunities. This article also presents a tentative idea on how to develop disabled people's human resource. |
