| 摘 要： | 流域生态补偿是实现流域水资源优化配置、可持续利用的重要手段.缺乏生态补偿是流域水环境纠纷的重要根源.论文在概括流域生态补偿内涵的基础上,通过对钱塘江流域生态补偿政策及实践的总结,分析其取得的成绩及存在问题,根据流域水环境现状及管理现状,提出了钱塘江流域进一步推进建立生态补偿机制的对策措施.

| Abstract: | Eco-eompensation was an important means to achieve optimal allocation and sustainable utility of water re-sources in the watershed. The lack of eco-compensation was one of the teasons for the :environmental disputes. The poli-cies and practices of eco-compensation in Qiantang River Watershed were summarized 'and the achievements and prob-lems of eco-compensation were analyzed in the paper. According to the current watershed management,the countermea-sures to promote the water environmental eco-compensation in the Qiantang River Watershed were discussed. |
