| 摘 要： | 科技计划是促进区域科技创新,实现科技创新资源优化配置的重要手段,其核心任务是通过合理配置科技经费,提高创新效率.在分析科技创新环节、计划类别、创新体以及不同产业领域与空间地区等方面的科技经费分配要求基础上,建立了科技计划项目经费的优化配置模型,旨在为实现科技经费的优化配置提供有关依据与方法支持.

| Abstract: | Science and technology program is an important method to accelerate science and technology innovation and to realize optimal allocation of science and technology innovation resources for regions, the core task of which is to enhance innovating efficiency based on reasonable allocation of science and technology funds. This paper establishes optimal allocation model of science and technology program project funds based on the analysis of funds allocating requirement of different innovating stages, program sorts, and innovating bodies, as well as different industry fields and spatial districts, the purpose of which is to offer related references and method support for the realization of science and technology innovation resources' optimal allocation. |
