| 摘 要： | 在总结国内外产业创新理论的基础上，针对黑龙江省高新技术产业比例较低，工业技术创新能力较弱，农业产业结构需要进一步优化，服务业整体发展缓慢等问题，提出了应从以大企业为主的创新模式向产业创新模式发展，完善农业产业组织，以“哈大齐”的产业创新带动周边地区经济发展，拓宽服务业领域，鼓励中小企业的产业创新等策略。
