| 摘 要： | 根据黑龙江省2000～2008年科技投入与产出实际数据,应用数据包络分析(Data Envelopment Analysis)模型,对其综合效率、纯技术效率和规模效率进行相对有效性评价研究.研究结果表明,黑龙江省DEA有效年份占75%,弱有效年份占12.5%,无效年份占12.5%,但弱有效及无效年份的效率指数都在0.97以上,资金投入、科学家和工程师数量与高新技术产业产值、授权专利数量、技术市场成交额等产出高度相关,现有政策法规适用性较强,政府可采取一定措施保持和提高科技投入绩效.
