| Abstract: | Development of open access to academic information at home and abroad is briefly outlined and an a- nalysis is made on the major causes of the coming up of open access to academic information within the network envi- ronment and on their six impacts on the library.Four countermeasures are put forth for developing the cause of the li- brary by utilizing the achievements obtained through the open access to academic information. |
