| 摘 要： | 文章从公共借阅权的基本定义出发，分析公共借阅权的产生和现状，并对公共借阅权在我国是否具有可行性进行探讨，认为目前物质、文化条件尚不成熟，应持审慎的态度，不立即实行，但也不能无动于衷，并对实行该项制度提出了一些构想。
