| 摘 要： | 20世纪90年代,经过高校管理体制的调整,我国高校形成中央和地方政府两级管理、以地方政府统筹管理为主的新体制。地方高校发展与区域发展密切相关,高校与所在地区形成同步发展的态势,也成为区域发展中的重要组成部分。深入研究和探讨地方高校工科研究生创新能力的机制建设,对提高研究生培养质量具有重要意义。

| Abstract: | In the 1990s,after the adjustment of the management system of colleges and universities,China's colleges and universities formed the central and local government management,with the overall management of local governments as the main new system.The development of local colleges and universities is closely related to regional development,colleges and universities have formed the trend of synchronous development,colleges and universities have become an important part of regional development,it is of great significance to deeply study and discuss the mechanism construction of the innovation ability of engineering postgraduate students in local colleges and universities,and to improve the quality of postgraduate training. |
