| 摘 要： | 道德冷漠感是社会转型期过渡性道德危机在社会心理层面的普遍反映形式。消解这种道德危机的措施是多方面的，但从理论和实践两个层面看，人们目前对这些措施的开掘和运用，主要是从压力型制度层面进行的。由于道德情感、道德行为本质上是一种自律性过程，故道德冷漠感的有效消解，除其他方面的工作外，必须着重从本文所主张的救助型制度层面来努力。

| Abstract: | The moral unconcernedness is a type of transitional moral crisis before the effective transformation of the social moral order. Although there are many methods to eliminate this moral crisis, people deal with it mainly on the layer of pressure type institution. According to the study, succour type institution must be considered besides other efforts. |
