| 摘 要： | 日本近代高等教育经历了自明治时期以来100多年的历史，由模仿、探索走向创新，最终形成具有日本自身特色的高等教育模式。日本的迅速崛起与日本重视教育、坚持教育先行的战略有莫大的关系，尤其与高等教育政策有密切联系。日本高等教育由弱到强的发展历程显示，日本把发展高等教育作为建设强大国家的战略，改革均以立法形式推进并设立专门的政策咨询机构。
