| Abstract: | Today when the party and the whole society attach much importance to the three matters concerning with the countryside, especially after constructing socialist new countryside in the Fifth Plenary Session of the Sixteenth Central Committee, it has been a new problem to exploit and use rural manpower in underdeveloped area and promote the rural economy development so as to improve the living standard of peasants. That is the new problem weare facing and needs constant exploration in practice. |
