| 摘 要： | 高等教育是经济发展的重要基础，目前，国民对高等教育的消费需求潜力很大，把高等教育作为产业来办是高等教育发展的必然趋势；实现高等教育从精英阶段向大众化过渡，是加速发展高等教育产业的必由之路，教育产业的发展与培养目标应达到三个统一；即数量与质量的统一、投资主体多元化与执行党的教育方针的统一、经济效益与社会效益的统一。

| Abstract: | Higher education is the important foundation of economic development. At present, people have such great consuming demands potentiality for higher education that higher education should be run as one industry, which is the inexorable trend of higher education development. To speed up the development of higher education as one industry, higher education must be realized the transition from elite education stage to the mass education stage. However, the development of the education as one industry must meet with training goal in three unities, that is, the unity of quantity and quality, that of the pluralism of investment body and carrying out the Party's education policies, and that of the economic benefits and social benefits. |
