| 摘 要： | 气候变化是当今世界的热点问题。中国应及早采取更加有效的节能减排措施。对＂排放权交易＂的基本理论和国际、国外、国内相关情况进行了考察;重点对中国构建＂排放权交易＂制度的必要性、紧迫性、可行性及不利因素进行了具体阐述;对中国＂排放权交易＂的基本要素作了初步设想。

| Abstract: | World climate change is the focus of our time. ＂The common but differentiated responsibility＂set up in the Kyoto Protocol is most likely to be superseded by the global trade mechanism. And China is facing the challenge of performing the international obligation of reducing the GHG. Also it is determined that China should adopt more efficient method to reduce its GHG emission,and the ＂emission permits trading＂may be the best choice. The basic theory of the ＂Emission Permits Trading＂was discussed,and other countries’ trading system was analyzed. Most of all,the emergency and capability and the basic content of Chinese＂Emission Permits Trading＂Mechanism were emphasized. |
