| 摘 要： | 清代前期的对外贸易政策一直被称为是闭关政策, 而外商政策作为对外贸易政策的一部分却体现了清朝对外商的友好与开放。从清代管理外商的机构、优待政策、具体管理等方面看, 说明清代已形成自己系统的外商管理政策。这种政策与一口通商形成互补, 有力地推动了清代前期对外经济的发展。

| Abstract: | Although the foreign trade policy of Qing Dynasty is always called the close policy.Foreign policies to merchants were part of its trade policies and they showed Qing Dynasty's friendliness and openner to foreign merchants.The writer is to discuss the institution of management,privilege policy,and concrete management,which explained that the Qing Dynasty had systematic management policy to foreign merchants.The policy asefully pushed the development of outward economy of Qing Dynasty. |
