| 摘 要： | 西部大开发是我国跨世纪的战略性决策，是一项艰巨而长期的系统性工程。因此，各项政策措施必须配套，既要加大中央政府的支持力度，又要极大地挖掘地方潜力；既要发挥“看得见的手”的作用，又要产生“ 看不见的手”的效力；既要贯彻总体平衡的原则，又要实行差别发展战略；既要有稳步的开发具体运作，又人有超前探索的强烈意识；既要保证工业的稳步发展，更要注重农业开发；既要引进人才，又要注重本地人才的培养；既要保护丰富的物质资源，更要加大人力资源的开发力度；既要有选择地进行资源开发，晚要注重改善生态一半；既要发挥财政杠杆的作用，又要产生有效的货币资源配置效力；既要获得东、中地区的大力支持，又在确保东、中地区经济的平稳发展。否则，都会使我们交出别人已经交过的“学费”。

| Abstract: | Making a energetic effort to develop western areas is a strategic decision of cross-century.It is a hard and long-term systems engineering.Because of this,policies and measures should form a complete set.It`s necessary not only to increase the supporting of central government,but also to devote major efforts to excavate local potential;not only to employ "the visible hand", but also to use "the unvisible hand"; not only to adhere to principle of general balance, but to adhere to different developing strategy;not only to develop steadily with exact operation,but to explore with consciousness transcending the present;not only to ensure steady industrial development,but to pay more attention to agricultural development;not only to import qualified personnel,but to cultivate local qualifed personnel;not only to protect the rich resources, but to make more effort to develop human resources; not only to develop resources selectively,but to improve ecological environment;not only to employ fiscal policies,but to employ financial policies;not only to strive for the strong support from east and middleareas,but to ensure steady economic development of those areas.Otherwise,we will pay a "tuition fee" that other people have paid.$$$$ |
