| 摘 要： | 清代矿业政策缘何会发生变动通过梳理分析,我们发现,清代的煤炭需求,不论是数量还是构成,都在不断地发生着变化,矿业政策的演变正是以此为基础的。就清代而言,矿业政策约束的主要是煤炭的供给,需求发生变化,供给机制亦随之改变,从这一点来讲,我们认为,清代的矿业政策变动本身在一定程度上不自觉地遵循了市场经济的基本规则。

| Abstract: | This paper,based on the literature review,found that the demand of coal on both quantity and structure in Qing Dynasty was continuously changing,and the change of mining industry policy was based on it.In Qing Dynasty,the policy mainly restrained supply of coal.The change of coal demands was normally followed by the change of the policy.From this point,this paper believed that the change of mining industry policy was unconsciously abided by the basic principals of market economy. |
