| 摘 要： | 以信息政策和信息政策模式的含义及两者关系为开端，论述中国和美国的信息政策模式，并在此基础上进行中美信息政策模式的对比，总结我国在完善信息政策体系、信息政策国际兼容性、信息技术转移等方面与美国的差距，并提出今后我国的信息政策应该在完善市场竞争机制、实施知识产权战略、参与国际信息规则的制定等方面有所加强。

| Abstract: | Starting from the meaning of and the relationship between information policy and information policy mode， this paper discusses different information policy modes in China and America and contrast is made between the two modes. Then the gaps between the two modes are concluded in terms of the improvement of information policy system， information policy international compatibility， and information technology transfer and so on. Finally it proposes that China should intensify the force of information policy in the improvement of market competitive strategies， implementation of strategies of intellectual property rights， and institution of regulations on the participation of international information. |
